Try a different DVD drive.
I had exactly the same problem as you with some photo CDs my son made back
in 1998. I couldn't read them on my former Western Digital CD drive, nor a
replacement LG DVD burner. However I recently installed a new Lite-On model
DVD burner, and my son's old CDs read OK with IsoBuster. IsoBuster shows the
files and folders on the CDs, and says all of the files are readable. But
their trial version won't do anything else. I haven't actually tried to
recover the data yet, because I haven't decided whether to fork over $30 to
IsoBuster. Maybe there's freebie software out there somewhere that will do
the same thing... ?
