There are several pieces of equipment which take genlock
and generate audio word-clock (or other types of signal or
control) which regulate the speed and pacing of audio
recorders. For example, I have an Alesis BRC which takes
reference video and syncs ADAT recorders to it. There are
other 3rd party makers of similar equipment for various
brands and models of audio recording devices (tape-based,
hard-drive, and computer-based).

Mr. Merril is refering to his audio subcarrier generator which
takes full video (not just black-burst) and combines it with the
4.5MHz audio subcarrier to feed into the channel modulator.

There is nothing digital about his audio generator. It has
nothing to do with genlock, either. At some point the 4.5 MHz
audio subcarrier must be combined with the baseband
composite video in order to make up the complete video
signal required for proper decoding at the reception end.
