**What's the media, tape or DVD? If it's a DVD, there are cheap-o
players on the market that will convert PAL to NTSC on-the-fly and you
can play the DVD on your regular NTSC TV. They do have to have the
region changed and for many of them, it's just a simply sequence of
numbers pressed on the remote. If it's a pressed, commercial DVD, you
won't be able to make a copy unless you also have something that will
defeat Macrovision (if it happens to be copy-protected).
If you have just the one tape, it might just be easier to find a
service that will convert it to the media of your choice for a fee.
There are multisystem VCRs available but they usually need an
additional PAL to NTSC converter which can be expensive.
I have no affiliation with the following site (I did purchase a VCR
and converter from them a year ago though), I'm just posting it
because it's lets you know what's out there and is pretty good for
reference.
