Media Generators tab - Text.
Drag the "Default Text" icon to a track ABOVE your video clip.
Adjust settings as desired.
BTW, since it sounds like you're new to Vegas, I suggest downloading all
the newsletters (PDF format) from Edward Troxel's site at
http://tinyurl.com/2ke7su
Some are for older versions but the bulk of the information is
applicable to all versions.
