I've recently done a lengthy VHS transfer using this ADS HDTV card:

The price seems right.

I've looked at the software that supports a number of TV cards over the
years, and I like this one the best.

No problems with video drop-outs.

It seems to do fine with NTSC, and sort of future-proofs you with its
built-in ATSC/NTSC tuner.

The major down side that I see is that it uses your PC's sound card to
capture sound from outboard sources (IOW, sources that don't come in through
the tuner). This means that there is some possibility of the sound and
video drifting away from each other over a lengthy capture, say several
hours.

The transfer I did was a 3 hour+ travelogue so there were no scenes that
needed lip synch.
