For image-related freeware, I'd recommend the following freeware:
- Irfanview for fast viewing and decent batch shrinking
- Paint.NET for the best text-editing capabilities
- Photo Toolkit for the best portrait blemish & wrinkle smoothing
- Gimp for the most powerful freeware image editing
