Can we assume that, since you are posting from Verizon, that you are in
the USA and further that the "native" video system of the (unnamed)
Pioneer DVD recorder you refer to is NTSC?
If yes... then generally the ability to play PAL discs is determined by
the hardware and not the software. TV system and DVD region are two
different things, although they go hand in hand.
If the hardware in your Pioneer machine is not designed to produce NTSC
output from a DVD formatted for PAL playback, then the use of a region-free
hack will not add that ability.
It would, of course, help to check the specs of your machine and, if
you're asking for help here, at least let us know the model number.
