Brian,
Have you considered changing ISPs? I've been using EarthLink DSL in the San
Francisco Bay area for 7+ years with absolutely no complaints or problems
with them. This is not to suggest that whatever total bandwidth you
actually use wouldn't bother most if not all ISPs. (You don't mention your
actual usage.)
I actually contacted several ISPs before signing up with broadband and chose
my current ISP because they told me that how I use my "unlimited" usage
connection was my business and at my own risk. They don't block anything,
nor monitor usage, except for one thing: if a customer is using their
connection to SPAM the network, your service would be cancelled.
