The PA reading bar numbers is mostly for the camera ops who
don't have enough hands or eyes to read the scores while operating
their cameras. They know that by bar 186 they need a 3 shot of the
trombones and the numbers on the PL let them know when that is.
It relieves that director of giving (pre-determined) camera directions
that the camera ops could just read for themselves.
