I'm using the NG WGR614v5 router, which has a similar setup to yours. It
seems quite clear, from the setup instructions on this device for the "Block
Sites" and "Block Services" parameter pages that this only blocks LAN side
to WAN side not the other way around (tho bless me, if I can determine why
they'd have chosen that restriction other than their processor is too slow
to cope with that filter on inbound traffic?)

I've tried setting up "testable" IPs and ports and found neither to work on
inbound.

How did you go about testing the validity of your settings?
