It's got nothing to do with unicode and everything to do with
Content-Transfer-Encoding: quoted-printable
Outlook Express does not apply quote marks in reply to posts in
"quoted-printable". http://support.microsoft.com/kb/q168779/
Paraphrasing - this is because quoted-printable is intended to support
line wrapping and is therefore not readily compatible with the hard
carriage return style used by typical posts.
Quoted-printable is also not supported at all by several news
programs (including Free Agent).
If you don't know that quoted-printable is actually doing anything
useful for you I suggest you turn that option off.
