Seems to me that your WinMX ports aren't forwarded. Are Incoming TCP
and/or In/Out UDP set to the "unable to" options?

No, it's not. A bandwidth cap is when your ISP limits your transfer
speed or the amount of data you may transfer over a given amount of
time.

To fix your problem, try going to Settings, Internet Connection. Then
under both Incoming TCP and In/Out UDP, see that your ports are entered
in the boxes provided. The default WinMX ports are 6699 for TCP and
6257 for UDP, but they can be changed if need be. Just remember to set
the same ports in everything - WinMX, your firewall and your router (if
used) - and to restart WinMX after port changes. Then try connecting
again as a primary.

I seem to recall some people on Comcast having difficulties with the
default ports while running WinMX as a primary, so you may need to enter
random port numbers between 5001 and 65535.
