I've seen that. Users are so sure that they'll be kicked off the
queue, they probably think clicking on the same files from the same
source (but through different servers) is an acceptable way to gurantee
a DL. I've been sending what I think are polite messages and
surprisingly have gotten generally polite replies asking how to prevent
reoccurrence. One interesting user gleefully responded that I was now
on his ignore list, which would make sense if I were the one trying to
DL off of him.

I've seen a lot of that as well - but I think it may have more to do
with their servers than the source users themselves, probably because
"Browse" seems to eat into bandwidth.
