The fact that they store the video digitally is neither here nor there. The
signal they are recording is in analogue form until the DVD recorder
digitises it, and hence cannot contain digital flags at the point of
broadcast or reception.

I'm not disputing that the capability for flagging in digital broadcasts
exists, or its abilty to control digital devices like TIVOs and DVRs I'm
disputing that analogue input devices like DVD Recorders can be affected by
it, which is what you claimed.
Remember that non-technical journals like Newsweek have a habit of getting
technical things wrong, or misusing technical terms.
