From the helpfiles on Microsoft's website, reproduced without

To set up a newsgroup message filter in Outlook Express, click Newsgroup
Filters on the Tools menu. To add a filter, click Add. In the Groups
box, click the messages you want to filter. You can choose to filter all
messages from all servers, only messages from a specific server, or
messages from a specific newsgroup on a specific server.
To filter messages by a sender's e-mail address, type the address in the
From box.
To filter messages by the message subject, type a portion or a complete
subject line in the Subject box.
