True but like I said I think it depends on what you are d/l. If you are
downloading a file which is illegal then having the file is enough. The d/l
per say was not illegal. What is illegal is having the file u/ling it or
not. For example in China it is illegal to have speeches of Martin Luther
King. That alone is enough to get you in trouble there. We have the same
issue in the States because of our patchwork of obscenity laws.
