Yes I do cut off users that are downloading from me that is who I am
uploading to. Users that share 0 files will get cut off if I see them. And
yes I do cut off users u/l to me who are doing so with a partial if I catch
them doing that and if I have experienced the File Mismatch error on that
file in the past.

Your defense (US sp) of sharing partials is that it contributes to the
Networks viability. Well maybe don't know all I know is that it is the sole
cause of the File Mismatch error. The only cause. There are other
explanations for why this error occurs. They must start somewhere so maybe
these other explanations hold water. Just that I have never experienced
them.

Let me tell you this little story. There is a file in the Network which
will never complete unless you get it from a user who has it complete. You
don't have to get it from that one user you just have to make sure you never
get any of it from anyone with a partial. That's not easy to do. I told a
trader to turn off automatic search on this file as I was u/l it to him. He
didn't. Next time we connected he wanted to finish it and sure enough he
was corrupted. This file I know how much to take off to get back to a
viable file. But many more I don't. Remember we are taling about big files
on order 800MB. This issue is not so evident with mp3s on order of 5MB.
