Yes I agree - that isn't what I am promoting though.

I think it is better to share them yes, although not ideal.
I would rather be able to get 95%, even if I need to trim.
However, if I *never* saw a full file, I wouldn't download it in the
first place, let alone share it!

That is simply not true - corruption can occur when crashing during a
download of a complete file, just as surely as with an incomplete.

I can't see why they would drown out the complete files, unless the
complete files have disappeared from the network.
