Your upstream capacity is 256 kbps, approx 32 kbytes/s.

Yes, I'm afraid you have it backwards. The setting for winMX peer network
(wpn) is the amount of bandwidth allowed to service the network functions
(search and such like) and is IN ADDITION to your file uploads. By
allowing 15k out, you are only giving yourself about 25-15=10k for
uploads. If you follow my suggestion you will have 25-7.5=17.5k.

If you run with NO total outgoing bandwidth throttle, your upstream
connection will saturate and your downloads will suffer. More detail here
