VBR is definitely more sensible. But I wouldn't recommend using "maximum
quality" as this is just overkill. If you're going to go overkill, why
not go all the way and use 320kbps?

Rather, for VBR, it's best to stick with --alt-preset standard. In
modern versions of the encoder, this is simplified to -V2.

This will provide quality which is "transparent" to most people, at a
bitrate around 200kbps.
