Yes, exactly. The mp3 is decoded back to 16 bit PCM (CD quality) and then
the PCM is encoded to mp3 at the lower bit rate, hence *re-encode*.
Note that there is NO point in *increasing* the bit rate as there is no
regaining the quality lost by the original mp3 encode. For example re-
encoding a 128 kbps mp3 to 256 kbps the resulting file would actually be
twice the size but the quality would be less than that of the original
128 kbps mp3 (because you lose quality every time you ENcode to mp3).
