I use Cool Edit Pro for all my audio editing needs. It works great
although it was bought up by acrobat (i think) it's still available in
some circles. It will transform one format to another and will do what
you want. Do a google for wma to mp3 and i bet you get a bunch of hits
for programs that will suit your wants.
Also, i use CdEx for ripping cd's and Nero for burning them. So far
i've not had any trouble doing what i want as far as audio files. I've
even created my own answering machine "tapes" with this editing tool.
