Is it? It's a Russian site, and has been probed by the Moscow City
Police. They weren't able to prosecute because the company exploits a
loophole in Russian copyright law - the site is not involved in the
physical distribution of unauthorised copies of the songs it offers, so
it can't be put on trial for breaking Russia's copyright law.
So it is legal. Using it *may* be illegal in whatever dire little corner
of the world you're from, but that is your problem. Do your research
