Not entirely sure to be honest! When I got the 10 I had actually
ordered a Plus 9 to match the older one (for RAID purposes) but they
sent me a 10...
From the Maxtor website all I can really see is that the 10 has a dual
controller, is RoHS compliant and has a 0.4ms faster seek time.

Physically the Plus 9 has both a SATA power connector and IDE style 4
pin Molex power and also standard IDE style jumper pins. The 10 only
has a SATA power connector and no jumpers.
My guess (and it is only a guess) is that the Plus 9 is an early SATA
which was a standard IDE with a SATA bridge board whereas the 10 is a
full SATA model. But I stress that is only a guess based on my
admittedly very limited knowledge of such things!
