I've not heard of this in UK before, but I can remember there being mention
of something along similar lines when people were discussing the website
that got hacked a year or so ago - one or two of the American posters
mentioned using pre-pay cards to reduce their exposure in case their details
got into an unauthorised person's hands. (Once the pre-paid funds are spent,
the card is useless...)

I also saw something in one of the broadsheets recently, saying that they're
thinking about introducing them in the UK - Amex have just brought out a
pre-pay travellers cheque card, which sounds a like a toe in the water.

So it might not be a scam - but I still wouldn't be inclined to buy my
financial security on Ebay!
