i think those tuff discs are overprints, and overprint normally means crap
in my experience as they are discs made by manufacturers but not required by
the company who ordered them (you can ask yourself why), so they print over
the top to cover the original retail branding on the disc, usually
scratching the discs in the process, if they havent already been scratched
by lying around the factory
try another disc like datawrite greys or yellows. you can get tubs of 50 for
about 12 for the 16x, in fact pretty much any current 8x or over disc
should do, just avoid any overprints as its a false economy. of course you
can buy more expensive discs like verbatim, but i tend to find datasafe and
datawrite good value for money, you get a few coasters at times, but its
hard to tell if thats the dvd writer, software, pc, or disc. unless you
really need to, burn at 8x rather than 16x if you value your data and want
it to play, it should only take another 5 minutes, and you've already wasted
enough time mucking around with crap discs. if you get good results, you can
experiment with faster speeds if you writer allows, just dont burn faster
than the disc allows unless you are willing to accept some coasters
