Improper framing of NTSC DVDs on widescreen PAL television?

Folks,

I've recently bought a new widescreen (16:9) CRT Panasonic television
set.
I play many North American (Region 1) DVDs on my region-free Samsung
DVD55 DVD player. The two devices are connected via a SCART lead. The
fact that I have a PAL TV and DVD player may or may not be part of the
issue below.

I find that when I play any Reg 1 movie that has an aspect ratio of
1.85:1 (practically 16:9) the very top of the frame of the movie shows
a thin band of coloured pixels. It appears they are coming from the
bottom of the picture frame, particularly noticeable when the movie
scene is bright. It's reminiscent of older TVs that had problem with
the vertical hold.

I do not have this issue when playing 1.33:1, 1.66:1, or 2.35:1 films
that are Region 1. Nor do my Region 2 1.85:1 movies produce this issue.
Furthermore, my very old 4:3 television set that I used prior worked
fine.

Has anyone experienced anything similar? Any thoughts on a fix? It's
an irritating bug that just doesn't quite warrant getting this hulk of
a TV back to Curry's for "repair".
