It isn't "unknowable and entirely arbitrary".

Every product has it's import duty set based on two factors - what the
product category is, and the country of origin.
Thus, a DV camcorder with an input is a different category to one without.

DV only able to record from camera is TARIC code 8525409100
From Japan the import duty is 4.9 %

Whereas DV able to record from an input is code 8525409900
And from Japan the import duty is 14 %

Look any product category up and find the duty for any country at
http://europa.eu.int/comm/taxation_customs/dds/cgi-bin/tarchap?Lang=EN
