Well, when you used your 4:3 TV, you would have had your DVD player set to
4:3 mode; in other words, the player would have been letterboxing any
widescreen picture before it got to the TV. So it's not really a parallel
situation.
Living with conversions in the opposite direction (PAL -> NTSC) I know
that all DVD players are not created equal and some have definite problems
with framing a PAL picture for an NTSC TV set. Usually our problems
involve cropping off part of the picture; it sounds like your problem is
that the DVD player is repeating a portion of the picture in each frame;
essentially the converted picture is too small vertically, and the DVD
player makes up the difference in lines by repeating one or more of the
last lines from each previous frame. In other words, yours is the converse
to the problem that is often noted when performing the opposite
conversion.
I can't think of a solution other than trying a different DVD player.
