Solicitors letter pointing out that she is holding him liable for estimated
costs of X,000 to restore fence? There is a uk.legal group (and maybe a
moderated one as well) and also a uk.rec.gardening who might be able to
provide pointers.
Word of warning, legal disputes with neighbours can lower the price of your
house so possibly a non-legal letter might be advisable first ..give him a
reasonable period, say 28 days to restore the wall??
Finally, anything on the deeds? Whose boundary is it, who is liable for
maintaining the fence? Could be tricky if, for example, the wall was a few
feet into his property (fence at X)rather than on the border (fence at Y).
If fence is on Y then either its his to maintain, or if hers to maintain I
would think she has a clear case since he has knocked down her wall.

p.s should we be impressed by the fact he knocked a wall down with his
prick? cant say I'd want to tackle (no pun intended) someone who could do
that :-)
