Try rebooting your ADSL modem, I had a similar problem a few months back
that was due to that, something to do with DNS servers, the modem was
holding a setting that was wrong apparently. I could see some web sites, but
not most. If that fails, obviously you could also try Tiscali support on the
offchance they have done something at their end.
