My suspicion is that he waited until the Lottery draw, then on losing
shopped you to Ebay so he could be certain of getting his money back.
IANAL and have no idea as to the legal situation as regards your refunding
his money. I'd suggest posting to uk.legal or uk.legal.moderated.
Even if you refund him you'd still have made a reasonable profit on the
venture. Furthermore as Ebay has pulled the listing, he will be unable to
Neg you.
Sigh.. It all seemed such a brilliant idea at the time. Pity you met up with
one of the dreaded muppets that frequent Ebay.
