That's correct.

The Panasonic will output whatever it's recording, like most recording
machines, so if you want to watch anything else while it's recording from
its own tuner, you'll need an RGB switch box.
With composite signals and VCRs, it was possible to put the receiver
*after* the recorder (provided it had two SCARTs), because a received
signal could be fed back to the recorder on one wire while the recorder's
output was looped through to the TV on another wire, but this isn't
possible with RGB because SCART hasn't got enough wires. So the receiver
has to go *before* the recorder. If your receiver has an extra SCART
output, feed this to another input of the RGB switch box.

Exactly the same is true of VCRs. They output whatever they're recording.
It's not a fault with your DVD recorder, it's to do with the way it's
connected.
It might be possible to revert to the old VCR-style arrangement with the
receiver after the recorder if you're prepared to configure everything to
composite and accept lower quality, but if so, why did you buy a DVD
recorder?
