PAL / NTSC isn't an issue.
What is the issue is what region coding the DVD has, as whether it will play.
You can however run software which fools the drive / software into running any
region.
Region 1 - U.S.A, U.S. territories and Canada
Region 2 - Europe, Japan, the Middle East, Egypt, South Africa, Greenland
Region 3 - Taiwan, Korea, the Philippines, Indonesia, Hong Kong
Region 4 - Mexico, South & Central America, Australia, New Zealand, Pacific
Islands, Caribbean
Region 5 - Russia, Eastern Europe, India, Africa excluding South Africa, North
Korea, Mongolia
Region 6 - China
As you can see Region 2 covers both PAL countries and NTSC countries, this is
why all standalone DVD players sold in the UK will play PAL and NTSC discs.
They will however refuse to play discs that aren't region 2 or region 0, this
is why you enter a code/hack to switch them to multi-region.
Your PC will display a NTSC and PAL DVD fine, but as I have said above if it
isn't a region 2 disc you need to fool the system with programs like DVD Idle
Pro.
