IIRC DHL won't deliver to your neighbours unless you first sign an
authorisation form. However, in practice I know that they occassionally do
(the company I work for uses DHL for sending out many of it's orders). You
might also not get the parcel on the day it's marked "Out for delivery" if
the driver can't find your house, or "runs out of time" (which I interpret
as "can't be arsed to go there to deliver the parcel, I'll do it when I get
a few more to make it worth my while").
