That is the key isn't it?
They save a few bob by employing people for a few hours a week for a
pittance. Since there is very little alternative, most 'customers' will have
to put up with the inevitably-shoddy service.
Only by fining the company "lots" (probably not enough so far if you ask me)
can people ever hope there is some chance they'll mend their ways.
....Of course they're gonna go about it arseways by spending millions on
security and image-consultancy instead of paying a decent wage/package to
the average worker -guaranteed.
