In my experience it's not always the postie that's the thief. There are
at least two circumstances where post can go missing where the postie
isn't the one who nicks it (although in one of them he is to blame).

A. Houses in multiple occupancy. We are forever getting called out to
houses with multiple residents claiming things going missing. I reckon
in at least 50% of cases it's an insurance scam and in the other 50%
it's one of their housemates who's the thief.

B. Lazy posties who wont take stuff back that wont fit through your
letter box and leave it outside. I came home to find a package on my
doorstep that contained a £100 + item. It had been sent recorded
delivery but lazy arse postie wouldn't be arsed to put a card in the
door so just dumped it on my doorstep. Luckily the area I live in is
quite decent - it wouldn't have lasted 5 minutes in some of the less
desireable areas of MK.

Royal Mail continue to employ casual labour based on their peak times -
this leads to folk who's concern is not getting the job done well, but
getting it done as quickly as possible and with as little effort as
possible. Over Christmas I nicked a few casual posties for theft and,
while I have no sympathy for them as thieves, the conditions they work
under are pretty crap.
