It has nothing to do with being "up to date".
When you sit on an island packed with people, it's allot easier to
implement DSL in small phone networks such as yours.
Until you come over the to the US, you can't possibly understand the
shear size and the traverse open areas to know that it's not a question
of behind behind in technologies, but more of a question of limits of
those technologies.
