Hi Everybody,
 I have gone through some 17,000 messages in this group (I did my homework),
 but in spite of this question occurring very frequently, I have not seen a
 message that would give me the right answer, so... please be patient with
 me.
 
 I am looking to transform my AMD Athlon 1800+ WinXP system (120 GB SATA 7200
 RPM HD, 1 GB RAM) into a kind of 'budget' video machine. I do NOT want a TV
 tuner card since I get my TV through a Rogers (Canada - similar to TiVO)
 decoder/PVR and none of the TV tuner cards can work with Rogers' service.
 
 I am planning to put in a Connect 3D Radeon X300 256MB PCIe with DVI or an
 ATI Radeon 9200 128 MB AGP graphics card (any recommendations as to which to
 pick?).
 
 Anyway, I also want to use this PC to:
 a) copy old VHS tapes to my HD (and then to DVD, of course),
 b) record shows from the cable box through its USB or SVHS output (and then
 to DVD, of course), and
 c) edit and store digital video from DV camcorders.
 
 I am looking for a video capture card (beside the graphics card) that does
 ALL three of the above, comes with some basic editing software, and that
 costs around U$130 + tax. Oh, and one that is not too buggy. I have a number
 of DVD burning software (Nero, etc. - all legitimate purchases) so I am not
 too worried about the DVD burning, but the editing and capture are
 essential.
 
 WHAT WOULD YOU RECOMMEND?
