Sigh. 
 
You shoot anamorphic 16:9 DV. That records 720x576 to tape with 
rectangular pixels. 
 
You then crop off 1/4 of those pixels to get a 4:3 aspect ratio and 
resize the frame back to 720x576. 
 
You've now lost 1/4 of your resolution by throwing those pixels away 
and rescaling. 
 
What's so difficult to understand about this? Transcoding from 16:9 DV 
to  4:3 DV will always lose a sizeable amount of resolution... you 
cannot record 1024x576 to a DV tape with the DV codec.
