This is what I use for shoestring (zero-budget) productions...
Video switcher Panasonic WJ-AVE5 (out of production but availble on eBay)
Two non-sync inputs, cameras or scan converter...
VGA to NTSC scan-converter box (also good deals on eBay)
Get audio from the house PA system.
