Sure. You need some method of digitizing the video
on its way into the computer. My favorite is the Canopus
ADVC series (several models at different prices)
And then you need software to record. Could be as
simple as Windows MovieMaker or DVIO (both free)

Sure, as long as it has analog video record capability. Note that many
camcorders distributed in Europe had this function disabled in order to
avoid some insane "VCR tax". Is the EU still pulling silly stunts like
this? There are services, devices, and instructions across the internet
for reversing this artificial limitation.

Not sure what this means? If you mean "Can I use camcorder(s) without
tape as just a camera?" then the answer is yes (usually). Many (most?)
camcorders will do this, but don't buy one without checking for sure.

The Panasonic switcher lets you switch/dissolve/wipe between two
different video sources (two cameras, or a camera and the computer video
via a scan converter.)

No use duplicating audio equipment that already exists.

The word is "sync" (as in synchronization).
It means that you can take two ordinary consumer video sources (like two
cameras/camcorders, or a camcorder and a scan converter, etc.) and do
special effects (switch, dissolve, wipe, picture-in-picture, etc.)
between them without havint the picture break up. The picture would
break up if you tried to do any of these transitions between two video
signals that were not synchronized together. The traditional way of
doing this was to use expensive video equipment with "genlock" which
allows you to synchronize everytning together. But new digital equipment
like the Panasonic WJ-AVE5 (and many others) have a couple of "frame
synchronizers" built in to them so you don't have to worry about this.
