Sure, provided your definition of 'no loss' is more like 'usually much
less than 1% loss per generation'. You may get no loss at all, but DV
bit errors aren't uncommon and are hidden rather than repaired.

There's only recompression if either a) your editing program isn't very
well designed or b) you use some effect on the shot which requires
recompression. If you just capture the footage, cut it together and
output back to tape, there should be no recompression occuring.
