What does it look like when you play it in Adobe Premiere?
ARE there missing frames? Or does it only look like it?

What codec do these files use?

If you "turn off WMP" what do you expect to see?
(since you were using WMP to view the files)

If you have some alternative application for playing these
(unidentified) files why not just open/play the files with
your other (unidentified) application? Nobody is forcing
you to use WMP.

Jerky playback could have dozens of different causes. From this
distance it looks like you have jumped to an arbitrary conclusion.
