With due respect to the other esteemed members who say "it can't be done" .

Check the web site for PSC, the Production Sound Corp.
Look for some lav woolies. These are miniature versions of the zeppelin
covers you see for shotguns. They cover the mic, and are meant to be worn
under clothing. There is an attaching mechanism for attaching directly to
skin.
Other options include using moleskin or other semi-transparent
(acoustically) material to mount the mic to the person under clothing.
These practices will help tremendously.
Another option would be to have your talent acknowledge the shooting
conditions. If it's news, or appropriate, have them say "we're shooting
today at : The wind is horrendous, and dogs are everywhere . . ."
