Now, that can be pretty tricky. There are many gov videos that were produced
by indie producers that used copyrighted elements, like stock footage,
footage owned by others and licensed for that production only, music,
graphics, identifiable people who signed releases for that production only,
and ...you get the idea. Just because you paid for it with your taxes does
not mean you can edit out and use portions of it in your own production. It
does mean you can show the film or video unaltered in public performances
without paying a fee or getting permission from the actors or people in the
video. You can probably make copies and sell them without a problem. Lots of
folks made a few dollars duplicating "Reefer Madness" over the years.
