if your client grosses less than $3,000,000 annually or if CC would cost
more than 2% of the annual revenue, then your client does not have to CC and
it's a self-implementing rule to which you do not need to petition the FCC
for exemption. we just filed to remove our clients petition which was filed
in september because we find we do not need to petition.
hope this helps. the law spells it out as self-implementing and if you need
the links at the .gov FCC site to prove it, just post back and i'll make
sure to get the links posted for ya.
