An editor is dedicated to effects isn't it? Even splicing two clips
together is an effect.
Generally I like to keep my clips seperate, add the effect to a small
clip, and then join everything together; as opposed to one big long
editing error prone project.
Windows Movie Maker does pretty good effects. Free with Windows XP.
