Your PC may be under powered for video. The video card is not as
significant as memory , processor speed and disk capacity. DV is about
13 GB per hour and you need extra space for edits and DVD authoring
files.
My system is Athelon processor 2Ghz with 160 GB hard drive and 512Mb
memory. Does the job but could be better.

I would go with a decent consumer camera since you don't seem to need a
lot of frills.

lots of choices. None I have seen seem any better than the others. You
can get cards with other ports on them if you need USB2 as well as
firewire.
My current card was about $40 from a Walmart.

Sony Vegas Movie Studio + DVD Platinum edition around $100 bucks
good stable editor with some nice transitions and effects.
Spending more money buys you more features that you may eventually
want.
Pinnacle either works well for you or its a real pit.

Visit your local store and take your pick. I would look for the fastest
unit 16x and media to match since the time required to burn will be an
issue for you.

Think about your situation if a camera goes dead during a shoot. Some
rental places will get you a replacement within an hour.

There are commercial DVD duplicators that will either do one at a time
but autofeed or that will do multiple drives. Fairly expensive though.

You might want a paint program to do fancier titles, menus etc.

You also need to make DVD box liners and labels.

www.videohelp.com has a lot of info including DVD formats and burn
times.
