I don't think you can put a dissolve in track 1 without having another
piece of video to dissolve to. So you create some black video (Premiere
does it for you with a drop-down menu), and you dissolve from the active
track, such as Video 1A, to the black on Video 1B. If you have your
video on Video 2, you can fade to black without the black video being
there, but we normally edit on track 1, and that is what the question
was about.
